Disarmament Scenarios
Introduction
This section of the website is dedicated to presentation of scenarios for achieving nuclear disarmament. These are more specific than the statements and proposals presented elsewhere on this website, although the two sections overlap.
First, we present the case against nuclear weapons, both moral and practical.
In the scenarios we offer some written specifically for this website. We will also provide linkage with scenarios offered elsewhere. Below we present an outline of topics that we will cover. We are open to adding related topics as we go along.
We started this process in June 2009. If you want to submit a scenario, send it to hwhallman [at] zero-nukes.org as a Word attachment. If you want to comment on a particular scenario, you can use our Blog.
Global Scenarios
We are interested in comprehensive scenarios involving all states possessing nuclear weapons. They include the five nuclear weapons states identified in the Nuclear Nonproliferation Treaty (NPT): United States, Russian Federation, United Kingdom, France, and China. They also include the other possessor states: Israel, India, and Pakistan. Although we deal with North Korea and Iran mainly in the section on nuclear nonproliferation, they can also be considered as part of global scenarios.
Steps toward Abolition
We also have an interest in scenarios involving particular aspects of the process of getting to zero nuclear weapons. As a starter we are looking at
- End Extended Deterrence
- No First Use
- De-alerting
- Deep Cuts
- Dismantlement
- Banning Nukes
We take up monitoring and verification in a separate section because this process relates both to nuclear disarmament and nuclear nonproliferation.
Geographic
Although ridding the world of nuclear weapons requires a global approach, attention can also be given to particular possessor states. Sometimes this can be considered best in pairs of states whose relationships are particular intertwined. We consider the following:
- United States/Russia
- China
- United Kingdom/France
- India/Pakistan
- Israel
Our first scenario entry is an article entitled "U.S. and Russia Lead the Way to Zero Nukes: A Dream Fantasy" by Howard W. Hallman.
